accordance with Section 5 of the Open Public Meetings Act, it is hereby
announced and shall be entered into the minutes of this meeting that adequate
notice of this meeting has been provided:

on October 25, 2006 on the Bulletin Board of the Municipal
Office at 23-A North Main Street, Cranbury, New Jersey and
remains posted at that location.

filed on October 25, 2006 with a Deputy Municipal Clerk at the Cranbury
Municipal Office, 23-A North Main Street, Cranbury, New Jersey and remains on
file for public inspection, and

to those individuals who have requested personal notice.
Resolution
Mr. Stout
stated he had the opportunity to speak with the C.F.O., Denise Marabello, to
get a better understanding of what the transfers were for. Mr. Stout explained, the Resolution is not
asking for any increases in the Budget, however, the larger numbers represent
the principal and interest payments on notes and for properties the Township has
been unable to sell due to pending litigation.
Mr. Stout further explained, Health insurance premiums increased and
social security payments had to be made for unanticipated overtime. Also, legal expenses were around $12,000 per
month; $140,000 to date. Mr. Witt,
Administrator, added any of the monies in the Resolution that is not spent this
year will go directly to the Township’s surplus account. Mr. Stannard added, the Resolution was very
well itemized and shows exactly where every dollar is going. On motion offered by Mr. Stannard, seconded by
Mr. Stout, the following resolution was adopted by vote:

RESOLUTION AUTHORIZING YEAR 2006 BUDGET TRANSFERS.
WHEREAS,
there are 2006 Budget Accounts which require more funding due to circumstances
not known at the beginning of the year; and
WHEREAS,
there will be excess balances in budget accounts in which the expenditures will
be less than projected at the beginning of the year,

questions and comments on those items not on the agenda. There being no comments, the Mayor closed the
public part of the meeting.
