TIME AND PLACE OF MEETING
The regular meeting of the Cranbury Township Planning
Board was held at the Cranbury Town Hall Municipal Building, Old School
Building, 23-A North Main Street, Cranbury, New Jersey, Middlesex County, on
July 21, 2005 at 7:30 p.m.
CALL TO ORDER
Thomas Harvey, Chairperson, of the Cranbury Township Planning
Board, called the meeting to order and acted as the Chairman thereof.
STATEMENT OF ADEQUATE
NOTICE
Pursuant with the Sunshine Law adequate notice according
to the open public meeting act was provided of this meeting’s date, time, place
and agenda was mailed to the news media, posted on the Township bulletin board,
mailed to those requesting personal notice, and filed with the municipal clerk.

Mr. Speer motioned for that
approval of the resolution. Mr.
Golubieski seconded the motion.

MASTER PLAN EXAMINATION
Public hearing on the Examination of the Township of
Cranbury’s Master Plan portion involving the Municipal Stormwater Management
Plan.
Ms. Marcelli announced that she was here this evening
to have the Planning Board take a look at and approve to pass onto the Township
Committee an amendment to the Master Plan which includes what is known as the
Municipal Stormwater Management Plan.
She further explained that states mandated background to the Board.
This plan has been reviewed and approved by them
Middlesex County Planning Board.
Presently there is an ordinance draft being reviewed
and copies have been distributed to the Board for review, but must wait for the
Committee to refer to the Planning Board.
Mr. Speer said that he had minor comments that he
wanted to pass onto Ms. Marcelli. His broader questions in addition too, page
1, second paragraph, it laid out recurring major goals. At one point their was erosion control.
Ms. Marcelli said that if had storm water quantity
impact goes to erosion control, but could certainly add that separate item
their.
Mr. Speer said that it seemed strange that some of the
background was so time limit, very much was the state at 2005. If this is incorporated into the Master Plan
it will be around for a fairly long time, would be updating that data.
Ms. Marcelli said that they had wanted it brought to
the current state for 2005 and the Master Plan is re-examined every three
years. A lot of the data in the current
Master plan is outdated. So it is
anticipated that this portion would be updated regularly.
Mr. Golubieski motioned for the approval. Mr. Kehrt seconded the motion with
understanding he would go over his minor comments with Ms. Marcelli regarding
wording.
Mr. Stonaker noted that the Board was adopting the
Master Plan amendment, not passing this
unto the Township Committee. This is the action which is done by this
Board, Township Committee has no jurisdiction over the Master plan only the
Ordinance.

Trenton Road, Amended Preliminary and Final Site Plan, Retaining Wall
Mr. Harvey said that he had been in touch with Mr.
Speer and Mr. Stonaker. Mr. Speer said
that his remembrance was that the conservation easement was actually part of
the lot and the setbacks were not from the lot line but from were the extension
into the conservation easement. Ms.
MArcelli said it was from the conservation line.
Mr. Speer asked how it would read, 7 feet from the
conservation easement line on each lot.
Mr. Stonaker agreed.
Mr. Speer motioned for the approval of the
resolution. Ms. Weidner seconded the
motion.

Mr. Harvey opened the floor to public comments on
anything that was not on the agenda.
There was no comments made.
ADJOURNMENT OF MEETING
There being no further business, on motion duly made,
seconded, and carried, the meeting was thereupon adjourned at 8:00 p.m.
