MINUTES OF THE CRANBURY TOWNSHIP
BOARD OF HEALTH MEETING
June 15, 2006
Time and Place of Meeting: The June monthly meeting, held at the Cranbury Town Hall, was duly opened by Chairwoman Shapiro at 7:00 p.m.
In Attendance: Bernice Shapiro, Board Chair; John Jackson, Board Member; Cheryl Coyle, Board Vice-Chair; Angela Cook, Board Member; Dr. John Coumbis, Board Member; Lynn Forrester, Middlesex County Public Health Department; Edmond Konin, Esq., Board Attorney; and Kathleen Wasson, Board Secretary.
Call to Order: With a quorum present, Chair Shapiro called the meeting to order at 7:05 p.m. The secretary stated that adequate notice of the meeting’s date, time and place had been provided to the public pursuant to the Open Public Meetings Act (N.J.S.A. 10:4-6, et seq.) by mailing to the media, posting on the Township bulletin board and filing with the Town Clerk. The Board proceeded with new business.
First order of business: May Meeting Minutes
The May minutes were unanimously approved as amended; motion by John Jackson; second by Angela Cook.
Second order of business: Public Health Report
The Board members received the monthly report for May, 2006. Lynn Forrester reviewed the substance of the report for the Board.
Third order of business: Environmental Report
The Board members received the report for the month of May, 2006.
Fourth order of business: Old Business
Medical Reserve Corps – Bernice met with Dr. Coumbis on Monday night to discuss this initiative. She also followed up with Charlie Smith, as she would like to coordinate efforts with the First Aid Squad, Police Department, Mayor Panconi and Committewoman Stave.
Senior Projects for Fall – Angela will take the lead on this issue. She reached out to Jane Elias at the Four Seasons but has not heard back yet. Angela suggested that a program may be done in conjunction with the Municipal Alliance, as they were thinking of doing the same thing.
Children’s projects for 2006-2007 school year - Dog bite prevention, etc. Cheryl is interested in leading this initiative.
John Jackson said that he knows a person involved with gun control on the State level who can come and speak about this subject. This may be good for the month of October. Dr. Coumbis would like to designate a media liaison for the Board. Bernice suggested using the Board Secretary for this purpose. Dr. Coumbis will start a gourmet nutrition club. The Board members generally discussed this concept. Cheryl said that it would be a good idea to do a nutrition program for the children at school and parents as well.
Fifth order of business: New Business
Pet Waste Ordinance - Mr. Konin presented an Ordinance to provide for the disposal of pet waste for introduction by the Board. The Ordiancne was introduced on a motion by Cheryl Coyle; second by John Jackson. The vote was unanimous in favor of introduction. The public hearing and second reading will be on July 11, 2006.
Board of Health web page – The Secretary will check to see whether the Board can add to the Township web page. Bernice would like to keep this current and informative.
Fall Vaccines – Bernice would like to determine whether a request for flu vaccine needs to be made at this time to ensure an ample supply. Lynn said that it comes from the State and supplies are predetermined – they are usually provided for seniors as a priority. Bernice suggested that the Fall Rabies Clinic be held on October 21st. Dr. Coumbis suggested that the Board try to offer the whooping cough vaccine as part of a Fall vaccine clinic. Lynn will ask Jessica to look into this for the Board.
Public Comment: The Chair opened the public forum at 8:03 p.m. Connie Bauder spoke about the Invisible Fence issue. The Zoning Board said that they do not have jurisdiction over the issue and suggested that the Board of Health revisit the issue. Mr. Konin said that he will check to see whether it falls under the police powers. Bernice suggested that the Board look into what other towns do as well.
Adjournment: There being no further business before the Board, the Chair stated that she would entertain a motion to adjourn. The motion was made by Angela Cook and seconded by John Jackson. The vote was unanimous in favor of adjournment and the meeting was concluded at 8:06 p.m.
