The special meeting of the Township Committee of the Township of Cranbury was held at 7:30 p.m. in the Town Hall Meeting Room.Answering present to the roll call were:Township Committee members:Becky Beauregard, Thomas Panconi, Jr., Pari Stave and Mayor Stannard.Mr. Mayes arrived at 7:35 p.m.Also present were: Frederick C. Carr, Administrator and Kathleen R. Cunningham, Clerk.Mayor Stannard led in the salute to the flag and Ms. Cunningham gave the following Open Public Meetings Act statement:


In accordance with Section 5 of the Open Public Meetings Act, it is hereby announced and shall be entered into the minutes of this meeting that adequate notice of this meeting has been provided:


(1)                 Posted on June 2, 2004 on the Bulletin Board of the Municipal

Office at 23-A North Main Street, Cranbury, New Jersey and remains posted at that location.


(2)                 Communicated to the Cranbury Press, Home News Tribune and Trenton Times on June 2, 2004.


(3)                 Was filed on June 2, 2004 with a Deputy Municipal Clerk at the Cranbury Municipal Office, 23-A North Main Street, Cranbury, New Jersey and remains on file for public inspection, and


(4)                 Sent to those individuals who have requested personal notice.


Reports and Communications from Committee

Ms. Stave made reference to a letter, sent by Mr. Schraudenbach, requesting use of temporary soccer/lacrosse fields while the Millstone Park fields are being repaired.Ms. Stave requested that she and Ms. Beauregard be on a Subcommittee to work on this issue.The Township Committee unanimously approved the request.

Cranbury Township Resolution # R 06-04-115





††††††††††† WHEREAS, on May 26th at 10:00 a.m., Cranbury Township received one (1) bid for the refurbishing of two tennis courts and one basketball court in Village Park; and


††††††††††† WHEREAS, the Township Attorney, Trishka Waterbury, Esquire, Thomas C. Witt, C.P.A., and the Township Engineer, Cathleen Marcelli, P.E. have reviewed said bids; and

††††††††††† WHEREAS, it is recommended the award of the bid to American Tennis Courts, Inc., the only bidder, in the total amount of $,83,195.00; and


††††††††††† WHEREAS, the Chief Financial Officer has certified that funds are available for said purpose.


††††††††††† NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Cranbury, County of Middlesex, State of New Jersey, that it does hereby award the bid to American Tennis Courts, Inc., and does hereby authorize the Mayor and Clerk to execute the appropriate contract.


††††††††††† BE IT FURTHER RESOLVED that a certified copy of this resolution be forwarded to the Township Attorney, Township Engineer, Chief Financial Officer, Thomas C. Witt, C.P.A. and American Tennis Courts, Inc., 4051 North Point Road, Baltimore, Maryland 21222-3699.

Work Session


a.       Environmental Impact Statement Route 92

††††† The Township Committee discussed the Environmental Impact of Rt. 92 as ††††††††††† proposed by the Army Corps of Engineers.Mr. Robert Sheehan, Plainsboro ††††††††† Township Administrator and Mr. Jack Molnar, Transportation Coordinator of †††††††† Plainsboro attended on behalf of Mayor Cantu, who had a previous engagement.†† Mayor Cantu and Plainsboro Township are in support of the proposed Rt. 92 plan ††† outlined by the Army Corps of Engineers.Mr. John Persico, Environmental ††††††††††† Chairperson also spoke in support of the proposal.Concerns were raised over ††††† the road being a toll road.Ms. Stave recommended that the Township send a †††††† letter to the Army Corps of Engineers incorporating the Environmental ††† Commissionís comments of their memo in the letter in addition to expressing Cranbury Townshipís support for the Route 92 project.The Township Committee †† unanimously agreed with Ms. Staveís recommendations.


On motion by Ms. Stave, seconded by Mr. Panconi and unanimously approved, the meeting adjourned at 8:12 p.m.
