The Special (Budget) meeting of the Township Committee of the Township of Cranbury was held at 8:15 a.m. in the Township Administratorís Office.† Answering present to the roll call were: Township Committee members:† Thomas F. Panconi, Jr., Richard Stannard, Pari Stave (left at 11:30 a.m.) Wayne Wittman and Mayor David J. Stout.† Also present were:† Christine Smeltzer, Administrator, Jerry Thorne, Public Works Director (left at 10:20 a.m.) and Denise Marabello, Chief Financial Officer.† Mayor Stout led in the salute to the flag.† Ms. Smeltzer was nominated as the Temporary Deputy Clerk by Ms. Stave, Mr. Stannard seconded the nomination and it was unanimously carried.† Ms. Smeltzer gave the following Open Public Meetings Act statement:


In accordance with Section 5 of the Open Public Meetings Act, it is hereby announced and shall be entered into the minutes of this meeting that adequate notice of this meeting has been provided:


(1)                 Posted on January 9, 2007 on the Bulletin Board of the Municipal

Office at 23-A North Main Street, Cranbury, New Jersey and remains posted at that location.

Agenda Additions/Changes

††††††† Ms. Smeltzer announced that the meeting would be going into Closed Session for the purpose of Contract Negotiations; F.O.P. # 68 proposed Contract.


Mayor Stout discussed focusing on the big picture and items that were an additional expense compared to last year.†


Ms. Smeltzer suggested that the Township Committee first go over the Public Works Budgets, as these accounted for a large portion of the 2008 proposed Budget.

Ms. Marabello, C.F.O. and Mr. Thorne reviewed the operating Public Works, Parks and Utility Budgets with the Township Committee and Ms. Smeltzer.


The Township Committee then reviewed the Capital Budget Program components, with the exception of the Police Department items, which will be discussed at the January 26th Budget meeting, along with any remaining proposed budget items.


Health Benefits and insurance were discussed and Ms. Smeltzer indicated that she would obtain information about the cost of living index so that a 2008 program for compensation could be developed.


Ms. Smeltzer reported pension payments would be doubling in 2008, due to the need to make up for the years that the State waived pension payments from municipalities.† Ms. Smeltzer commented that the State is in the process of establishing defined contribution plans for certain classes of new officials and staff.† These plans will not result in the long term obligations of the existing pension plans for municipal employees.
