The regularly scheduled meeting of October 10, 2006, of the Cranbury Township Shade Tree Commission was held in Town Hall, beginning at 7:00 pm.



            With a quorum present, Chairperson Judy Dossin, called the meeting to order and Linda M. Scott performed as recording secretary of the meeting.



            Pursuant to the Sunshine Law adequate notice in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-6) was provided on January 4, 2006 of this meeting’s date, time, place and agenda, was mailed to those requesting personal notice and filed with the Municipal Clerk.



            Mona Bhatia; Emily Goodfellow; and Judy Dossin, Chair.



            The minutes of the June 13, 2006 meeting were reviewed and approved with a motion by Emily Goodfellow, second by Judy Dossin, all in favor.



            The 81st Annual Meeting of the NJ Shade Tree Federation was distributed to all in attendance.  Judy informed everyone that CORE training is offered at this exhibition.  She encouraged members to attend.  She also expressed that CORE is a valuable tool for the Shade Tree.  There is a deadline of October 24, 2006 for the annual meeting. 

            Emily relayed that she discussed the oak trees near the cemetery on Westminster Ave. with Tom Witt, who stated that the township will be removing a tree that has bacterial leaf scorch.  In addition, there are trees in the Evans tract that will be removed and replaced with Princeton Elms or zelkovas.



            Mona asked how she might be able to contribute to the Shade Tree.  Judy thought that if she, Mona, is aware of any streetscape trees that look sickly or if there is an area in town that would benefit from a tree, that she informs Tom Witt.

            Another way to contribute would be to work on a tree ordinance.  Currently there is no tree ordinance in the Master Plan,  Judy explained that she dedicated much time to develop an ordinance but expressed the previous township planner was not in favor of including such an ordinance into the Master Plan.  Judy is hopeful that the new and current planner will be open to this idea. 

            A Shade Tree Ordinance might stipulate that if a homeowner removes a tree, another tree should be planted.  Judy stated there are pros and cons for trees planted on private property like trees planted near sidewalks.  


            Mona asked about trees and planting them on Applegate Drive.  Judy suggested Mona talk with the homeowners to get a general consensus whether to plant trees or not.  She should then report back to the Commission at their next meeting.

            The protocol to have a tree planted in the streetscape is that it is the owners should to call the township to be placed on the list for a shade tree planting.  Plantings are usually done in the spring or fall.  If this is a replacement tree, the planting area must be tree root free.  Depending on the nursery stock, a tree will be planted.  Should the owner wish to plant their own tree, it should be from the approved shade tree list, which entitles them to a $75. refund once the tree is paid for and planted.  Homeowners are responsible for watering the newly planted tree.

            Discussion led into the purpose and necessity of having the streetscape stump/roots ground down.  This is a costly expense for homeowners who at times are unwilling to have this task performed.  A recommendation to have funds in the 2007 budget for the consideration of buying a stump grinder was made.  The possibility of township residents with a fee for service basis to have the grinding performed was entertained.  Judy will discuss this with Tom Witt.

            There is dedicated closet space in the Gourgard Gallery for the Parks Board and Shade Tree Commission library.

            The next scheduled Shade Tree meeting is scheduled for December 12.  A suggestion to move this date to December 6 was made and approved by all present. 

            The 2007 meeting dates were reviewed and approved, all in favor.



            There being no further business, motion duly made, seconded, and carried, the meeting was thereupon adjourned.
