SHADE TREE COMMISSION

CRANBURY, NJ

TIME AND PLACE OF MEETING

            The regularly scheduled meeting of June 12, 2007, of the Cranbury Township Shade Tree Commission was held in Town Hall, beginning at 7:13 pm.

 

CALL TO ORDER

            With a quorum present and with no Chairperson, Secretary, Linda M. Scott called the meeting to order and performed as recording secretary of the meeting.

 

STATEMENT OF ADEQUATE NOTICE

            Pursuant to the Sunshine Law adequate notice in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-6) was provided on January 2, 2007 of this meeting’s date, time, place and agenda, was mailed to those requesting personal notice and filed with the Municipal Clerk.

MINUTES

            The minutes of the October 10, 2006 meeting were reviewed but not acted upon.  They will be reviewed at the next regular meeting.

 

OLD BUSINESS

            Mona was not present to discuss her findings regarding the lack of shade trees on Applegate Drive. 

 

NEW BUSINESS

            A moment of silence was taken for the recent losses of two past members of the Shade Tree Commission.  Judy Dossin and John Toscano devoted much of their time and energy to serve Cranbury and be instrumental for the Shade Tree. 

            A welcome to Christine Quinn was extended.  Christine is avid gardener as well as a Master Gardner.  She looks forward to serving Cranbury as a member on the Commission.

            Chapter 41, Shade Tree Commission and its responsibilities was distributed.  While reviewing § 41 a question was asked if there would representation on either past member’s behalf.  According to section 4-Vacancies-Any vacancy occurring by reason of death, resignation or removal of any Commissioner shall be filled for the unexpired term by the Mayor of the Township of Cranbury.  There is the issue of vacancies on ST.  Secretary is aware of one person who may be interested.  She will place a call for more information.

            Chapter 150-56 was also distributed.  Section 56 has the recommended shade trees listed for streetscapes.  Should a homeowner wish to plant a streetscape tree from this list, they would be entitled to a $75. reimbursement cost. 

            Christine asked if Cranbury Township belongs to a shade tree federation and if there is any information on this such as training and web address.  2007 membership will be mailed to the NJ Shade Tree Federation this week.  Secretary will supply training and web information.

            It has recently come to light that Cranbury Township has not submitted a 2006 Annual Accomplishment Report to secure their approved status for NJ Shade Tree and Community Forestry Assistance Act.  This means that Cranbury is no longer receiving liability protection under the Act, and has lost eligibility to apply for several valuable grants.  To regain status for 2007, Cranbury must have a Management Plan, CORE trained township personnel and volunteer and accreditation requirements met and submit a 2007 Annual Accomplishment Report prior to February 2008.  In the past, Tom Witt was responsible for the 5 year management plan and the submission of the yearly reports.  Both Shade Tree volunteers are not aware of the Management Plan that was submitted in the past.  Secretary reported that a search of the files did not reveal the 2005 and 2006, applications that were submitted the state in the past.

            Guidelines for a second 5-year Community Foresty management Plan, submission and approval procedures, accreditation program requirements and approved status brochures were distributed.

            According to information received from the New Jersey Community Forestry, a CORE training session will be held on October 26 & 27, 2007 in Cherry Hill.  Norma will be unable to attend.  Christine volunteered to attend.  Secretary will be aware of the information for registration.

            Secretary received an email from Tom Weidner asking for the ST input.  He explained that Babs Thomsen’s children are interested in planting a Japanese dogwood, honoring her, in either Heritage Park or the Old School.  ST feels the tree variety and Heritage Park is most appropriate.  Norma volunteered to relay this to Tom at the Park Planning meeting tomorrow morning.

            There is dedicated closet space in the Gourgard Gallery for the Parks Board and Shade Tree Commission library.

            The next scheduled Shade Tree meeting is scheduled for September 11, 2007. 

           

ADJOURNEMENT OF MEETING

            There being no further business, motion duly made by Chris Quinn, seconded by Norma Swale, and carried, the meeting was thereupon adjourned.
