TIME AND PLACE OF MEETING

            The meeting of the Cranbury Township Historic Preservation Commission was held in Town Hall, Cranbury, New Jersey, on August 7, 2007 beginning at 7:30 pm.

 

STATEMENT OF ADEQUATE NOTICE

            Pursuant of the Sunshine Law, adequate notice in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-5) was provided on January 2, 2007 of this meeting’s date, time, place and agenda was mailed to the news media, posted on the Township bulleting board, mailed to those requesting personal notice and filed with the Municipal Clerk.

 

CALL TO ORDER

            With a quorum present, Chairperson, Bobbie Marlowe called the meeting to order and Linda M. Scott performed as Secretary.

 

MEMBERS IN ATTENDANCE

            Wayne Girardet, Alana Stops and Bobbie Marlowe were present.  Record will reflect that Diane Stasi and Harry Williams contacted secretary to inform her they would be unable to attend.

 

MINUTES

            The minutes of the July17, 2007 were reviewed, amended and approved with a motion by Bobbie Marlowe, second by Alana Stops, all in favor.

 

APPLICATIONS

            70 North Main Street, (B30, L2.01) In Historic District, Classified C:  Application was received to replace a 5 foot (wooden stockade) fence with a 6 foot (existing white vinyl topped with lattice) fence in back yard between a bank park lot and side rear yard.  Photos of existing were taken by Administrative Officer. Despite the HPC application being incomplete and the product already installed, a determination was made to deny the fence due to the visibility of the modern style and angled lattice design on top of the fence along with the texture of material used within the Historic District.  A verbal vote to deny this application was taken:

NAY:   Mr. Girardet, Ms. Stops.  Record will reflect that Ms. Marlowe recused herself.

 

            4 Maplewood Avenue, (B33,L22) In Historic District, Classified C; Homeowner, Joann Charwin was present to discuss an application for installation of a large shed to replace an existing.  The shed will be built on site in the same spot.  She stated that the existing shrubbery will remain, concealing the shed from view on Maplewood Avenue.  She spoke with her neighbors on both sides and informed them a new shed will be installed.  They do not have a problem with installation.  The proposed shed will have a window installed on the side with a flower box installed.  The roof will have shingles match the house.  A question was raised regarding the exterior siding product since the application stated T-11.  HPC requested that Ms. Charwin find out exactly what T-11 is.  A vendors’ brochure was supplied stipulates plywood, but it is for the floor.  This application is approved with the condition that homeowner will confirm that the exterior is not synthetic.  A sample of the exterior would be helpful.  Bobbie explained that it is hard to approve an application when HPC does not know what the exterior element is made of.  A verbal vote to approve this application with stated condition:

AYES: Mr. Girardet, Ms. Marlowe, Ms. Stops.   

 

 

DISCUSSION

            Wayne asked if there is an update regarding the fence application of 4 Scott Avenue.  This application was approved on August 6, 2007.  The homeowner selected a style fence that is compatible with Chapter 93.  Bobbie stated that the homeowner would be interested in removing this fence when his young children are older. 

            Gail Hunton was in attendance.  A revised Guideline dated July 7, 2007 was distributed, with all changes underlined.  Bobbie Marlowe conveyed the changes from Diane Stasi who was unable to attend.  Updates and changes were discussed, some which were already incorporated and others that will be incorporated.  Bobbie suggested that Betty Wagner have the opportunity to review the Guidelines for any input that she may have.  Gail stated the Guidelines follow Chapter 93 and will be reader friendly.  Additional websites will include Cranbury Township and NJDEP Secretary of Interior Standards.  It was decided that since the HPC application and procedures are on the website, there will be no need to include them in the Guidelines. 

            Gail stated that this is not the appropriate time of year to take photos with the humidity and the foliage which blocks details on the houses.  She would like to have at least one or more picture on each page of the Guideline.  She will borrow older photos from the History Center to scan.  Smaller pictures will be inserted             within the glossary.

            Bobbie informed Gail that the Historic District Buffer Zone size decreased from 2,400’ to 200’.  No new sites have been designated since the codification of Chapter 93.  HPC would like to address the outlying properties that have been identified and inventoried in May 2000 or update the survey Historic District structures.  Alana will investigate the possibility of funding to perform the survey.

            There being no further business, a motion duly made by Bobbie Marlowe, seconded by Alana Stops and carried, the meeting was thereupon adjourned.
