TIME AND PLACE OF MEETING

A special meeting of the Cranbury Township Historic Preservation Commission was held at the Town Hall, Cranbury, New Jersey, on August 15, 2006 at 7:30 p.m.

 

STATEMENT OF ADEQUATE NOTICE

Pursuant of the Sunshine Law, adequate notice in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-5) was provided on January 4, 2006 of this meeting’s date, time, place and agenda was mailed to the news media, posted on the Township bulletin board, mailed to those requesting personal notice and filed with the Municipal Clerk.

 

CALL TO ORDER

With a quorum present, Chair Bobbie Marlowe called the meeting to order, and, Linda M. Scott, Secretary for the Commission, performed as Secretary.

 

MEMBERS IN ATTENDANCE

Diane Stasi, Alana Stops, and Chair Bobbie Marlowe, were present. 

 

MINUTES

The minutes of July 18, 2006 were reviewed, amended and approved with a motion Bobbie Marlowe, second by Alana Stops, all in favor.  Record reflects that Diane Stasi recused herself.

 

APPLICATIONS

            6 Evans Drive,  (B33,L42) In Buffer Zone;  Owners Michael Orlando and Kathleen Estenes were present for discussion of this application.  They propose to expand the existing north side of existing house.  Photos, elevations and details were provided.  On the north elevation (rear facing lake), the peaked areas will have three double hung windows with transoms over the top.  Two sets of 6’ Anderson doors are to be paired together.  All windows will be trimmed with 3 1/2” moulding.  The south front elevation will have a portico over the front entrance, a new wooden door with no sidelights will be installed, wooden shutters with shutter dogs and hinges, the garage doors will be replaced with wooden doors with rectangular windows on the top, which will match the wooden front entry door.  Pictures of the front and garage doors were provided.  Two existing windows will be reused in the addition.  The entire structure will be sided with a cement board and roofing materials will match existing.  Red lines were made on file copy of supplied drawn plans.  A verbal vote to approve this application as present:

Ayes:   Ms. Marlowe, Ms. Stasi, Ms. Stops

Ms Estenes provided photos of all the homes on south side of Brainerd Lake.  These photos will be kept on file, which will be helpful for future reference.

 

43 South Main Street, (B18, L7) In Historic District, C/C+; application was made for work to repair the existing two end chimneys.  These interior chimneys extend from the rooftop.  The proposed veneer is made of dyed concrete, and colored throughout.  HPC would like to see a sample of the brick. There is a question of how the corners meet.  HPC would like more information on the corners.  Also, information on the top bond or pattern is requested.  If the flashing needs to be addressed, how will it be handled?  The capping should be bluestone.  Secretary will call the contractor for this information.  No action taken on this application and will be placed on the next agenda.

 

 

 

DISCUSSION

            The Application for a Certificate of Approval and the placard were reviewed.  Prior to this meeting, Diane Stasi spotted a discrepancy of page numbers in the checklist for completeness and brought it the secretary’s attention.  There was another change is in the property description where some wordage was redundant.  An amended page 3 of 7 was distributed which reflects the changes.  After review of the amended, a motion was made to accept and start using the application along and the placard by Diane Stasi, second by Bobbie Marlowe, all in favor.  Secretary will have the application posted on the website with the map.  Bobbie suggested that the required number of copies submitted reflect the current membership of HPC. 

            There is a location change for the October 27, 2006 seminar.  It will be held at the Rutgers EcoComplex in Bordentown.  A question was raised regarding the time.  Secretary will call to inquire of the time.

            Copies of all approved ordinary and minor application actions were distributed to HPC to keep them abreast of such.  Seven applications were approved since the last meeting.

            On July 17, 2006, approximately 345 letters for homeowners in the Historic District and Buffer Zone were mailed.  To date 15 letters have been returned by the post office as unclaimed or unable to forward.  Secretary will resend these letters as the owners may return from being away or updated addresses are received.  Diane and Alana will be emailed a copy of the letter.  The list of the block, lot and addresses of the property within the districts will be copied for each member. 

            A motion by Diane Stasi, second by Bobbie Marlow, to enter into closed session for discussion of personnel.  Shortly thereafter, motion was made by Bobbie Marlowe to re-enter the meeting to the public.

 

ADJOURNMENT OF MEETING

There being no further business, on motion duly made by Bobbie Marlowe, seconded by, and carried, the meeting was thereupon adjourned at 9:05 pm.
