PLACE OF MEETING
A special meeting of the Cranbury
Township Historic Preservation Commission was held at the Town Hall, Cranbury,
New Jersey, on July 18, 2006 at 7:30 p.m.
STATEMENT OF ADEQUATE NOTICE
Pursuant of the Sunshine Law,
adequate notice in accordance with the Open Public Meetings Act (N.J.S.A.
10:4-5) was provided on January 4, 2006 of this meeting’s date, time, place and
agenda was mailed to the news media, posted on the Township bulletin board,
mailed to those requesting personal notice and filed with the Municipal Clerk.
CALL TO ORDER
With a quorum present, Chair Bobbie
Marlowe called the meeting to order, and, Linda M. Scott, Secretary for the
Commission, performed as Secretary.
MEMBERS IN ATTENDANCE
Alana Stops, Harry Williams and Chair
Bobbie Marlowe, were present.
MINUTES
The minutes of June 6, 2006 were reviewed,
amended and approved with a motion by Bobbie Marlowe, second by Alana Stops,
all in favor. The minutes of June 20,
2006 were reviewed, amended and approved with a motion by Bobbie Marlowe,
second by Harry Williams, all in favor. The
minutes of June 29, 2006 were reviewed and approved with a motion by Bobbie Marlowe,
second by Alana Stops, all in favor, Harry Williams recused himself.
APPLICATIONS
Secretary
reported that on July 17, 2006, an ordinary maintenance application was
approved for Ms. Etsuko Nakajima of 4 Evans Drive (B33,L41). The homeowner presented photos showing damage
done to the existing garage doorframe caused when a vehicle made contact when
entering or exiting the garage.
Application was reviewed and approved by Administrative Officer.
ZBA 115-06
Application for Robert & Luba Dreyling, 32 Old Cranbury Road, (B19,
L16) due to the location of this site which is outside the district, HPC has no
comment.
DISCUSSION
Frank
McDonald presented details that HPC requested of his approved application of
May 3, 2005 for 6 Maplewood Avenue.
Homeowner supplied written details of the work that was and will be
performed. Replacement of an existing
tin roof with a flat seamed copper roof was performed. Two sample brackets were mimicked from an
existing historic house in Cranbury. The
larger sample bracket is to be mounted on the house front and sides. Two brackets per window will be centered on
front façade frieze. The smaller bracket
will be mounted on the porch frieze board.
A brochure for the wooden shutters and hardware was supplied. HPC reviewed the information, expressing that
the result will be beautiful. Secretary
will write a letter to homeowner informing him of such.
There is
an update regarding 20 Maplewood Avenue.
Zoning Officer Jeff Graydon spoke with homeowner Sean Deverin about the
installation of the shutters. Sean
called the secretary and discussed this issue.
Secretary stated that according to Sean, the shutters were installed on
the house prior to the passage of the new ordinance. He will appear before HPC to present his case
while simultaneously applying for a shed and fence.
Trishka
reviewed and updated the Historic District and Buffer Zone letter. The letter dated July 12, 2006 was sent via
certified mail to the 345 property owners within the district and zone.
Updates
for the Certificate of Approval will be reviewed at the next meeting. This draft copy has the amendments by
Trishka. Ordinary maintenance does not
need HPC approval, however, the ordinance stipulates that an application must
be completed. Doing so gives the
opportunity to have HPC aware of the work to be performed.
The Design
Guidelines (final draft of January 2004) by Gail Hunton, was distributed to
everyone in their packets. The
Guidelines will ease the process and confusion for homeowners who file
applications. New members now sit on the
HPC. These members will review the
Guidelines for discussion at the next meeting.
All
members of HPC are registered for Best Practices by NJHPO in Trenton on October
27th.
HPC
is still seeking members to fill their vacancies. It was reported that Diane Stasi spoke with
an interested candidate, but this individual is uncertain of her
qualifications. Secretary will contact
the interested individual and ask her to submit a letter of interest.
ADJOURNMENT OF MEETING
There being no further business, on
motion duly made by Bobbie Marlowe, seconded by, and carried, the meeting was
thereupon adjourned at 8:25 pm.
