HISTORIC PRESERVATION ADVISORY COMMITTEE

TIME AND PLACE OF MEETING

The regular meeting of the Cranbury Township Historic Preservation Advisory Commission was held at the Town Hall, Cranbury, New Jersey, on November 15, 2005 at 7:30 p.m.

 

STATEMENT OF ADEQUATE NOTICE

Pursuant of the Sunshine Law, adequate notice in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-5) was provided on January 4, 2005 of this meeting’s date, time, place and agenda was mailed to the news media, posted on the Township bulletin board, mailed to those requesting personal notice and filed with the Municipal Clerk.

 

CALL TO ORDER

With a quorum present, Chairperson Bobbie Marlowe called the meeting to order and acted as the Chairperson thereof, and, Linda M. Scott, Secretary for the Commission, performed as Secretary.

 

MEMBERS IN ATTENDANCE

Kate McConnell, Harry Williams and Chairperson Bobbie Marlowe, were present. 

 

MINUTES

The minutes of October 18, 2005 meeting were reviewed and amended.  Diane and DonJo, who are not in attendance, verbally communicated their comments to the secretary prior to the meeting.  The minutes will be re-typed with the amendments for the December 6 agenda. The November 1, 2005 minutes were not present.

 

APPLICATIONS

            4 Scott Ave., (B33,L34) In Historic District;  Architect Bill Gittings and homeowner, Megan Pease were present to discuss the conceptual drawing for a proposed two story addition which will be located on the south east section of the existing structure.  The reason for this particular area on the house is that architecturally it works well with the existing interior design.  It also is most appropriate for the surrounding area allowing the maximum visibility of the lake from the street, and neighboring properties.  In addition, it allow the maximum use of existing yard.  An existing nonfunctional chimney will be removed.  The proposed asphalt shingles will match existing, the siding will be cedar, painted to match existing and windows will be Anderson 400 series with exterior muntins.  The existing building on the south (lakeside) proposes 2 sets of 15 lite double doors, one set on the lower level and the other on the second level.  The second level double doors will have a small balcony.  This is out of character, but HPAC sympathizes with the homeowner and understands their desire for this element.  All conceptually approved this plan; detailed plans will be received after other approvals are received.           

            15 Wynnewood Drive,  (B23.01,L8) In Surround Zone;  application was made and received on November 9 for a proposed 3’ tall split 2 rail fence that will extend from both sides of the house in rear yard.  The other three sides will be a mesh fence to pen in a pet.  This application was reviewed and approved by all.

           

 

 

 

33 Bodine Drive, (B18.07,L19) In Surround Zone;  application was made and received on November 14 for a project that converts two single bay 8’ wide garage doors into one18’ wide garage door.  The replacement door will be of vinyl.  This application, drawing and photo was reviewed and approved by all.

 

 

DISCUSSION

            Bobbie spoke of the ordinance regarding the synthetic siding and the updated statements.  Clarification was needed and defined on a few issues.  This ordinance will be on the planning board agenda on December 1, and then back to the Township Committee for a re-reading with the updated changes. 

            The 2400’ Buffer Zone will be changed to a 200’ perimeter.  However, the HD will now be contiguous to include properties that border Brainerd Lake.  The exception is that freestanding sites outside the village historic district will have 200’ zone should they be dedicated as historic. 

            Kate reported that NJ Historic Trust grant money could only be used for preservation planning and not for rehabilitation of structures.  Discussion ensued of deeding land, auctions and preservation and the monies received from such.    

 

ADJOURNMENT OF MEETING

There being no further business, on motion duly made by Bobbie Marlowe, seconded by Kate McConnell, and carried, the meeting was thereupon adjourned at 8:55 pm.
