CRANBURY, NEW JERSEY
TIME AND PLACE OF MEETING
The regular meeting of the Cranbury Township Historic Preservation Advisory Commission was held at the Town Hall, Cranbury, New Jersey, on August 3, 2004 at 7:30 p.m.
CALL TO ORDER
With a quorum present, Bobbie Marlowe, Chair of the Cranbury Township Historic Preservation Advisory Commission, called the meeting to order and acted as the Chairman thereof, and, Linda M. Scott, acted as Secretary of the meeting.
STATEMENT OF ADEQUATE NOTICE
Pursuant of the Sunshine Law adequate notice in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-5) was provided on January 7, 2004 of this meeting=s date, time, place and agenda was mailed to the news media, posted on the Township bulletin board, mailed to those requesting personal notice and filed with the Municipal Clerk.
MEMBERS IN ATTENDANCE
DonJo Swanagan, Harry Williams and Bobbie Marlowe, Chair.
The minutes of the July 20, 2004 meeting were reviewed and amended, motion to approve by Bobbie Marlow, second by Harry Williams, all in favor.
Liz Callaway of 42 South Main Street (B23,L82) was present to discuss her application for the removal of a window and replace with a split down the center French door and storm door. In keeping with the other existing doors on this structure; a single transom will be placed above this door. Harry explained that a stoop is not necessary and that riser to the door is acceptable, whichever is her preference. Liz was uncertain if there will be steps, with or without a small landing. She was certain that there would be railing.
Application was made for Betty Jane Petterson of 16 Station Rd., (B18.L15) for a chain link fence to be installed in the rear south and south west corner of her lot. It was confusing to read the application due to that a 5’ chain link fence was stipulated on the application itself. However, on the hand drawn diagram there is a hand written notation of a 6’ proposed fence. The height is not an HPAC concern and they will leave this issue up to the zoning department. This application was approved by all.
Application for Matt & Claudette Guy of 112 North Main St. (B26.01,L18) made application for the enlargement and enclosure of an existing side porch. This application was reviewed and approved. There is an issue of the steps and railing, information was not submitted for this. Secretary will request this information.
Application made for Wayne Wittman of 97 South Main St., (B19,L17) for applying a layer of shingles over existing shingles on house and barn. Application was reviewed and approved.
The lack of information making a complete application for HPACs decision was apparent this evening in three of the four submitted. Information that should be included is the same information that is required by the construction department.
Secretary distributed an article for the Forum Journal National Trust for Historic Preservation titled “Rallying Support for Resources from the Recent Past”. This article speaks of architectural design of buildings younger that 50 years old.
Discussion of tear downs in Cranbury will be a reality. The neighborhoods are that are approximately 45 years old are the likely target for tear downs. Just one tear down will change the neighborhood and then the process of others will most likely follow suit. This issue is the responsibility of zoning department to address. The Township Committee has demonstrated that they are sensitive to the homes in the village and outlying farmsteads.
The next meeting (August 17) will not have DonJo attending. Harry will check his calendar, but recalls another meeting scheduled for this date. He will call secretary to confirm.
ADJOURNMENT OF MEETING
There being no further business, on motion duly made by Bobbie Marlowe , seconded Richard Grubb, and carried, the meeting was thereupon adjourned at 8:35 pm.
