TIME AND PLACE OF MEETING
The regular meeting of the Cranbury Township Historic Preservation Advisory Commission was held at the Town Hall, Cranbury, New Jersey, on April 19, 2005 at 7:30 p.m.
STATEMENT OF ADEQUATE NOTICE
Pursuant with the Sunshine Law, adequate notice in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-5) was provided on January 4, 2005 of this meeting=s date, time, place and agenda was mailed to the news media, posted on the Township bulletin board, mailed to those requesting personal notice and filed with the Municipal Clerk.
CALL TO ORDER
With a quorum present, Chairperson Bobbie Marlowe called the meeting to order and acted as the Chairperson thereof, and, Linda M. Scott, Secretary for the Commission, performed as Secretary.
MEMBERS IN ATTENDANCE
Kate McConnell, Diane Stasi, Don Jo Swanagan, Harry Williams and Bobbie Marlowe were present.
The minutes of the March 15, 2005 meeting were reviewed and approved, a motion by Diane Stasi, second by Kate McConnell, all in favor with Bobbie Marlowe and DonJo Swanagan abstaining. The minutes of April 5, 2005 were reviewed and approved, a motion by Diane Stasi, second by Bobbie Marlow, all in favor.
Michael Humora was present to discuss his fencing application. The submitted plot plan shows that a 4’ picket fence will border his rear property and a 3’ picket fence will enclose his garden in his rear yard. Three gates are proposed for this project. The neighbor installed an existing black metal fence on the east of this property. This complete application was reviewed, discussed, and approved, all in favor.
Application by Sal and Jean Golisano of 4 Prospect Street to have a 10 x 16 Cottage style shed placed in the rear northeast corner of property. This complete application was reviewed and approved, all in favor.
Application by Robert and Marjorie Waters to replace an existing shed with a new Carriage House style shed. This house is located in the Historic District and backs up to the lake. This application and plot plan was discussed, reviewed, and approved with the condition that the new shed be installed in the exact spot of existing. All are in favor.
Tim and Betsy Norland, homeowner of 89 North Main Street, and Architect Ralph Finelli, were all present to give an overview of the conceptuals for this site. This C+ structure has a contributing carriage house in the rear yard. Ralph gave a description of the property stating that the conceptuals have been designed not to damage an existing weeping beech tree. The bookend
two-story rear addition (west) includes a carport to the north. Details mimicked are windows and cornice trim moulding, and brackets from the original c.1825 structure. Proposed siding is cement board. HPAC appreciated the attention to the details of these conceptuals. They are concerned that the addition does not overwhelm the contributing carriage house. Ralph will need to submit scaled drawings and a plot plan showing all out buildings.
99 North Main Street came to HPAC in December 2003 with plans to add a pergola with a covered tin roof. According to approved submitted plans and application, the roofline is not conforming. Red line drawing, the amended approved drawings and approved application is on file in the HPAC office. It is Harry’s opinion that structures usually have a foundation, mechanical (electrical/plumbing), and framing inspection. A decision was made that a letter be sent to the homeowners stating that the roofline is non-conforming. A copy of letter will be sent to TC HPAC liaison, Construction Official, and Zoning Officer.
Kate McConnell informed HPAC that on April 21, 2005, the National Historic Preservation Act (NHPA) will come under fire with proposed amendments by the US House of Representatives Subcommittee on National Parks in the House. The Subcommittee will hold a heavy to consider amendments to Section 106 of the NHPA what would limit the evaluations of effects to sites formerly listed in the National Register of Historic Places. No new historic sites would be considered under the proposed amendment. Kate urged all to contact the House Subcommittee NJ Republican Jim Saxton and Democrat Rush Holt to support the NHPA.
Diane submitted a copy of her application for changes to her home in the Cape May Historic District. This single form is concise to request information regarding changes made to or on the property. A copy of this application will be kept on file which was submitted for procedural process value.

There being no further business, on motion duly made by Bobbie Marlowe, seconded by Kate McConnell, and carried, the meeting was thereupon adjourned at 9:25 pm.
