ENVIRONMENTAL COMMISSION
CRANBURY, NEW
TIME AND PLACE OF
MEETING
The regular meeting of the Cranbury
Township Environmental Commission was held in Town
Hall on May 15, 2006, at 7:00 p.m.
CALL TO ORDER
William Mikula, Acting Chairman of
the Cranbury Township Environmental Commission, called the meeting to order and
acted as the Chairman thereof, and Kristen H. Hamilton acted as Recording
Secretary of the meeting.
STATEMENT OF ADEQUATE NOTICE
Pursuant with the Sunshine Law, adequate notice in accordance with the
Open Public Meeting Act (N.J.S.A. 10:4-6) was provided on January 4, 2006, of
this meeting's date, time, place, and agenda, was mailed to the news media, was
posted on the Township bulletin board, was mailed to those requesting personal
notice, and was filed with the Municipal Clerk.

MINUTES
The minutes of the April 17, 2006,
meeting were reviewed and approved on a motion by James
Applegate; seconded by John Reinfelder.

Stream-Corridor Ordinance – Angela Clerico of the
Stonybrook-Millstone Watershed Association will be present at the June EC
meeting and may have a full draft of the Ordinance for review. All EC members should draft a Purpose
Statement for the Stream-Corridor Ordinance by the June meeting. Jim Gallagher questioned as to whether the
Master Plan and other useful references are available online. Bill Mikula indicated that he would advise
the EC as to what is available.
Preserve Management Plan - The Township Committee has endorsed
the Conservation Plan provided by the Natural Resources Conservation Service
(NRCS). Since the Plan must be approved by the NRCS prior to work taking place, no
work would be able to be completed until next spring. Jim Applegate will contact Dave Stout to
confirm that the Plan is acceptable to the Township Committee as written and
that no changes are required. The final
draft will include language from a recent Audubon Magazine on native grass
species.
Jim Applegate indicated that the
NRCS will reimburse the Township after the work is
completed, so the Township must provide funding up front. The NRCS estimates the price at $500.00 per
acre.
Bill Mikula has
been approached by a resident who wants to contribute $1,000.00 toward the
reseeding project. Bill Mikula will discuss the matter with Tom
Witt.
Cranbury Brook Water Sampling – The water sampling should be completed before the end of May.
Environmental Resource Inventory –Barbara Rogers will contact Tom
Patterson to see if the final report has been completed.
Review of Proposed Ordinance
05-06-13 – The EC
reviewed a copy of the proposed Ordinance.
Dietrich Wahlers stated his objection to the adoption of the Ordinance
as he feels a Recreation Master Plan should be completed
before the definition of “open space” is changed. Jim Applegate made a motion to send a memo to
the Planning Board in view of the vagueness of the definition and the
prematurity of same without a Recreation Master
Plan. All members voted in favor of the
Motion, with the exception of Barbara Rogers, who abstained. Dietrich Wahlers will prepare a draft memo to
the Planning Board for review.
Kiosk – Kristen Hamilton indicated that
former Chair Pete Sibley had requested that Jim Applegate serve as the keeper
or administrator of the Kiosk constructed at the entrance to the West
Property. Jim Applegate will consider
upon understanding what the requirements are.
An Eagle Scout project has been proposed for the trail in Unami Woods. The EC should walk the site before the plan is submitted to the Township.
The EC reviewed a copy of a letter
from ENSR dated April 2006, advising that an application will be submitted for
a Freshwater Wetlands Permit for the Unexcelled
property (Block 10, Lot 10; Block 12,
The EC reviewed the Remedial
Investigation Report dated February 23, 2006, prepared for the Mobil Service
Station property. Barbara Rogers will
confirm that the site is listed on the ERI as a contaminated
area.
ADJOURNMENT OF MEETING
There being no further business, the
meeting was thereupon adjourned.
