OF THE
CRANBURY TOWNSHIP
ENVIRONMENTAL COMMISSION
CRANBURY, NEW JERSEY
MIDDLESEX COUNTY
TIME AND PLACE OF MEETING
The regular meeting of the Cranbury
Township Environmental Commission was held in Town Hall on March 8, 2004
at 7:00 p.m.
CALL TO ORDER
With a quorum present, John Persico,
Chairman of the Cranbury Township Environmental Commission called the meeting
to order and acted as the Chairman thereof, and, Linda M. Scott acted as
Secretary of the meeting.
STATEMENT OF ADEQUATE
NOTICE
Pursuant to the Sunshine Law
adequate notice in accordance with the Open Public Meeting Act (N.J.S.A.
10:4-6) was provided on January 7, 2004 of this meeting=s date, time, place and agenda was
mailed to the news media, posted on the Township bulletin board, mailed to
those requesting personal notice, and filed with the Municipal Clerk.

MINUTES
The minutes of February 9, 2004
meeting were reviewed and amended. Peter
Sibley made a motion to approve and second by James Golubieski, all were in
favor.
DISCUSSIONS
Pari informed
EC that Brian Hamilton attended a TC meeting to discuss the PSE&G Energy
Saving Program and the options for funding of different energy-saving
alternatives for the proposed police building.
Mark Berkowski, architect for the police building, was present at the TC
meeting for this discussion. More will
follow in the upcoming months.
Tom Patterson volunteered to contact
Rutgers regarding methods to test soil that homeowners could use to evaluate
their needs for fertilizer and other soil amendments. The information could be provided to the
public now, and/or made available during Cranbury Day. He will also locate a soil survey map of
residential Cranbury for display on Cranbury Day.
John asked for suggestions for new
projects for 2004. One item suggested would
be to develop a inventory of the Township’s storm water detention basins, such
as those on the newly developed warehouse properties. Currently, there are stream corridors that
run along public and private property but nowhere is there a list of of the
detention basins that can easily be retrieved or reviewed should the need arise.
Conservation easements and deed
information regarding these properties should also be included. This information would be helpful in regards
to the storm water infrastructure. Changes in the state regulations will require
updating of local ordinances to comply.
Another project is mapping of the storm
water drains on township and county roads.
The Girls Scouts may accomplish this when they apply the storm drain
markers. Another source of help would
come from the Stony Brook Millstone Watershed (SBMWS).
DISCUSSIONS (cont.)
The 2004 Matching Grant application
was made to the New Jersey Department of Environmental Protection (after
approval by the TC) to obtain a grant to begin working on an Environmental
Resources Inventory (ERI). When the
grant is approved by the NJDEP, EC will be informed so work can commence. Stony Brook Millstone Watershed Association (SBMWA)
will to help build the ERI.
John and Jim A. are the EC
volunteers for the Open Space Subcommittee.
The Board
of Education has made a request to make use of the West Property (Cranbury
Preserve). Pari will talk with Tom
Harvey regarding this request. The TC
receives their recommendations from the PB.
The Preserve Ordinance has a use restriction. A maintenance plan for the Preserve will need
to be prepared.
Pari
informed EC that the TC has renewed the Green Acres Open Space
application. There is a question of the
amount of money that is needed for developing/preserving open space.
The Parks
and Recreation Commission needs to map their thoughts for future recreation on
existing parcels of township owned land.
John P. will contact Beth
Veghte regarding a survey for the needs assessment survey.
APPLICATIONS
There were
no applications from the PB level; however, PB043-02 was discussed along with
the original EC memo dated December 2002.
Jim G. will call Josette for
her to forward the resolution to Dave for comparison against the EC memo.
ADJOURNMENT OF MEETING
There being no further business, on motion duly made,
seconded, and carried, the meeting was thereupon adjourned at 8:30 pm.
