ENVIRONMENTAL COMMISSION
CRANBURY, NEW
TIME AND PLACE OF
MEETING
The regular meeting of the Cranbury
Township Environmental Commission was held in Town Hall on February 21,
2006, at 7:00 p.m.
CALL TO ORDER
With a quorum present, Peter Sibley,
Chairman of the Cranbury Township Environmental Commission, called the meeting
to order and acted as the Chairman thereof, and Kristen H. Hamilton acted as
Recording Secretary of the meeting.
STATEMENT OF ADEQUATE NOTICE
Pursuant with the Sunshine Law, adequate notice in accordance with the
Open Public Meeting Act (N.J.S.A. 10:4-6) was provided on January 4, 2006, of
this meeting's date, time, place, and agenda, was mailed to the news media, was
posted on the Township bulletin board, was mailed to those requesting personal
notice, and was filed with the Municipal Clerk.

Gallagher, William Mikula, Thomas Patterson, Barbara Rogers, and Peter Sibley,
Chair.
NON-MEMBERS IN ATTENDANCE
Harry
Strano of Amy Greene Associates, Angela Clerico and Jim Waltman of the
Stonybrook-Millstone Watershed Association, Bob Dillon, Connie Bauder, Anna
Drago, and David Stout, Township Liaison to the Environmental Commission.
MINUTES
The minutes of the January 17, 2006,
meeting were reviewed and approved on a motion by James Applegate; seconded by
Tom Patterson. Barbara Rogers and Pete
Sibley in favor; Jim Gallagher and Bill Mikula abstained.

WORK SESSION
Environmental Resource Inventory – Harry Strano of Amy Greene
Associates provided a revised draft of the ERI.
Harry explained the ERI to the members of the public present at the
meeting. The EC and public raised questions
and commented on the draft documents.
Tom Patterson noted same and will e-mail them to Harry for
consideration.
The Grant requires the EC to present
the ERI to the Planning Board before the end of April. Pete Sibley will send an e-mail to Tom Harvey
of the Planning Board to request getting on the Planning Board’s agenda before
the end of April.
Cranbury Brook Preserve – Prior to the meeting, Pete
Sibley, Dave Stout and Jim Applegate reviewed the Management Plan received from
the Natural Resources Conservation Service.
Jim Applegate will forward a response to the NRCS with a notation that
the warm season grass planting needs to be completed in May.
Bob Dillon of
Dave Stout explained to Mr. Dillon that an Order is in effect for the clean up of the property and that Mr. Dillon, as an adjoining property owner, should be notified of any applications being filed. Mr. Waltman advised that he is familiar with the property and questioned if the DEP should be contacted regarding Mr. Dillon’s concerns.
Dave Stout suggested that Mr. Dillon send a letter or e-mail outlining his concerns to the Township Clerk, who would then bring the matter to the Township Committee’s attention.
Pete urged the EC members to consider chairing the EC upon
his departure. John Reinfelder, 1st
Alternate, would become a permanent member and Barbara Rogers, 2nd
Alternate, would become 1st Alternate. Pete will inquire of Katy Birckmayer if she
is still interested in serving on the EC.
ADJOURNMENT OF MEETING
There being no further business, on
motion duly made, seconded, and carried, the meeting was thereupon adjourned.
