ENVIRONMENTAL COMMISSION

CRANBURY, NEW JERSEY

TIME AND PLACE OF MEETING

The regular meeting of the Cranbury Township Environmental Commission was held in Town Hall on January 15, 2007, at 7:00 p.m.

 

CALL TO ORDER

With a quorum present, James Gallagher, Chairman of the Cranbury Township Environmental Commission, called the meeting to order and acted as the Chairman thereof, and Kristen H. Hamilton acted as Recording Secretary of the meeting.

 

STATEMENT OF ADEQUATE NOTICE

  Pursuant with the Sunshine Law, adequate notice in accordance with the Open Public Meeting Act (N.J.S.A. 10:4-6) was provided on January 2, 2007, of this meeting's date, time, place, and agenda, was mailed to the news media, was posted on the Township bulletin board, was mailed to those requesting personal notice, and was filed with the Municipal Clerk.

 

MEMBERS IN ATTENDANCE

James Gallagher, John Kobland, John Reinfelder and Dietrich Wahlers.

 

NON-MEMBERS IN ATTENDANCE

            Paul Mullin and Anna Drago.

 

MINUTES

The minutes of the December 18, 2006, meeting were reviewed and approved as amended on a motion by Dietrich Wahlers; seconded by Jim Gallagher.  John Kobland in favor; John Reinfelder abstained.

           

WORK SESSION

 

Preserve Management Plan  - Jim Gallagher will contact Laura Coover of the Natural Resources Conservation Service.  Kristen will ask the Township Clerk if she has a copy of the grant application which Jim Applegate filed for the warm season grass planting.

 

Cranbury Brook Water Sampling – Jim will send an email to Bill Mikula to see if the sampling has been completed.

 

DISCUSSION

 

Jim circulated a copy of the year-end report and 2007 Goals for the EC’s review.  Kristen will make the necessary changes and submit the documents to the Township Committee.

 

It was agreed that the EC should talk to the Stonybrook-Millstone Watershed Association and possibly the Plainsboro Preserve to get ideas on how to enhance our Preserve.

 

John Reinfelder will contact Tom Patterson for the purpose of obtaining the soil test data for an article to be included in the spring Township newsletter. 

 

An inquiry was made if the Township receives updates from the League of Municipalities on legislation/regulatory updates.  If so, could the EC receive updates on environmental issues?  Kristen will check with the Township Clerk. 

 

John Kobland will contact the Stonybrook Millstone Watershed Association to inquire about its education programs.

 

Jim advised that the Stream-Corridor Ordinance subcommittee met on January 5, 2007, to review the draft.  The Township Planner is revising the Ordinance into a different format. 

Dietrich questioned if Ordinance Section 150-56C(13) was mentioned at the meeting.  Since it was not, the Township Planner should be made aware of same.

 

            Dietrich advised that he received a call from Freehold Soil advising that Holland House is not in compliance.  Dietrich will contact Freehold Soil to check the status.

 

            John Reinfelder questioned if recycling cans can be installed on Main Street.  He was directed to contact Tom Witt.

 

            Dietrich updated the EC on the meeting held between Dave Stout, Tom Panconi and the DEP regarding the Unexcelled Property.  The next step is a meeting with the DEP to walk the property.

 

            Anna Drago asked the EC if it would be interested in responding to the article on the “Highlands Act” which was published in the Cranbury Press and New York Times.  .  Jim Gallagher will obtain a copy of the article and distribute for review and discussion at next month’s meeting.

           

            Paul Mullin, a Township resident, attended the meeting with an interest in possibly becoming a member.  He questioned why global warming is not mentioned in the 2007 Goals.  Jim suggested that Mr. Mullin write an article on global warming for the Township newsletter.

 

ADJOURNMENT OF MEETING

There being no further business, the meeting was thereupon adjourned.
