ENVIRONMENTAL COMMISSION

TIME AND PLACE OF MEETING

The regular meeting of the Cranbury Township Environmental Commission was held in Town Hall on October 15, 2007, at 7:00 p.m.

 

CALL TO ORDER

With a quorum present, James Gallagher, Chairman of the Cranbury Township Environmental Commission, called the meeting to order and acted as the Chairman thereof, and Kristen H. Hamilton acted as Recording Secretary of the meeting.

 

STATEMENT OF ADEQUATE NOTICE

  Pursuant with the Sunshine Law, adequate notice in accordance with the Open Public Meeting Act (N.J.S.A. 10:4-6) was provided on January 2, 2007, of this meeting's date, time, place, and agenda, was mailed to the news media, was posted on the Township bulletin board, was mailed to those requesting personal notice, and was filed with the Municipal Clerk.

            James Gallagher, Dietrich Wahlers, John Reinfelder, Andrew Johnson, Barbara Rogers and Paul Mullen. 

 

NON-MEMBERS IN ATTENDANCE

            Anna Drago.

 

MINUTES

The minutes of the September 17, 2007, meeting were reviewed and approved on a motion by Dietrich Wahlers; seconded by John Reinfelder; all in favor.

 

WORK SESSION

 

Preserve Management Plan – Jim has not received any additional information regarding the signs available from the Natural Resources Conservation Service.

Barbara advised that she would visit the Preserve with Kathy Easton before contacting the Boy Scouts about potential projects.

 

Stormwater Management Plan – Dietrich advised that he sent a note to Mayor Stout regarding the status and has not yet received a response.

 

            Proposed Ordinance Changing the Definition of “Open Space” - It has come to the EC’s attention that a proposed Ordinance may be coming before the Planning Board to change the definition of “open space”.  It was first opined that a memo should be sent to the Planning Board advising that the EC agrees with the definition contained in the recently adopted Recreation Master Plan.  After much discussion, it was decided that it would withhold transmitting a memo until the actual amendment is put before the Planning Board.

 

            2008 Appointments – Jim Gallagher, Barbara Rogers and John Kobland all have terms expiring at the end of 2007.  Jim and Barbara expressed that they would like to be reappointed.  Kristen will send an email to John Kobland inquiring if he would like to continue on the EC.  An alternate position remains open.  A notice should be put on the Township’s website advising of the opening. 

 

            2008 Meeting Dates – The EC will continue to hold meetings on the 3rd Monday of each month.  If the 3rd Monday falls on a holiday, the meeting will be scheduled for the 4th Monday. 

 

DISCUSSION

 

            A copy of the Biennial Certification Monitoring Report for Service Station No. 985, Route 130 South and Half Acre Road, sent by Atlantic Richfield Company to the New Jersey Department of Environmental Protection by letter dated September 14, 2007, was received by the EC.  Andy Johnson volunteered to review it and report his findings at the November meeting.

 

            Jim advised that he received a call from Barry Wham regarding the Wadhwa property.  Jim advised Mr. Wham that the EC provided a letter of recommendation to the Zoning Board; however, the Zoning Board makes the final decision regarding what is required.  Jim also advised Mr. Wham that the EC would review the plan, if desired.

 

            Jim advised that he attended a seminar on green design and received information on the US Green Building Council.  The information should be provided to the community through the school and/or library.

 

            Barbara advised that she attended the ANJEC Conference, which was very informative and pushed the NJ Clean Energy Initiative.

 

            It was suggested that the EC be involved with the School Science Fair by possibly providing a prize on an energy related project.  Bridget Lundquist, Cranbury School Science Teacher, should be approached.

 

            Anna Drago asked about the status of the cemented bank at Brainerd Lake.  Dee advised that he spoke with Mr. Todash of the EPA, who informed him that a letter is being sent to the County, which will copy Cranbury Township. 

 

            Anna Drago pointed out that people are driving motor vehicles through the Preserve by accessing the School soccer field parking lot.  A memo will be sent to the Department of Public Works asking for additional signs.  Police enforcement should also be increased.

There being no further business, the meeting was thereupon adjourned.
