ENVIRONMENTAL COMMISSION

MIDDLESEX COUNTY

 

TIME AND PLACE OF MEETING

The regular meeting of the Cranbury Township Environmental Commission was held in Town Hall on September 17, 2007, at 7:00 p.m.

 

CALL TO ORDER

With a quorum present, James Gallagher, Chairman of the Cranbury Township Environmental Commission, called the meeting to order and acted as the Chairman thereof, and Kristen H. Hamilton acted as Recording Secretary of the meeting.

 

STATEMENT OF ADEQUATE NOTICE

  Pursuant with the Sunshine Law, adequate notice in accordance with the Open Public Meeting Act (N.J.S.A. 10:4-6) was provided on January 2, 2007, of this meeting's date, time, place, and agenda, was mailed to the news media, was posted on the Township bulletin board, was mailed to those requesting personal notice, and was filed with the Municipal Clerk.

            James Gallagher, Dietrich Wahlers, John Kobland, Tom Patterson, John Reinfelder, Andrew Johnson, Barbara Rogers and Paul Mullen. 

 

MINUTES

The minutes of the August 20, 2007, meeting were reviewed and approved on a motion by Dietrich Wahlers; seconded by Barbara Rogers.  John Reinfelder and Andrew Johnson abstained; all others in favor.

 

WORK SESSION

 

Preserve Management Plan – A sample of the sign available from the Natural Resources Conservation Service was provided.  The EC reviewed a handout on Grassland Birds received from the NRCS.  Jim suggested that a write-up be prepared on grassland birds in our area for the kiosk at the entrance to the Preserve.  Barbara will contact the Boy Scouts to alert them of a possible Eagle Scout project, which could include signs to be placed in the Preserve.

 

Stormwater Management Plan – The EC’s memo dated July 20, 2007, has been given to the Township Attorney.  Dietrich will check the status.

Dietrich advised the EC that he went with the Planning Board to a meeting held by the DEP on Wastewater Regulations.  A few things of interest were:

·         The Townships must match wastewater to the zoning capacity.  If not, zoning will need to be changed to meet wastewater capacity.

·         Towns will need to identify all septic systems and assure they are cleaned out every two years.

·         Fertilizer must have no phosphorus.

 

 

Cranbury Day –  Successful.  Barbara will purchase a canopy to use in the future.  Kristen will order an “Environmental Commission” banner.

 

            Budget – The EC decided to keep the 2008 budget request the same as 2007.

 

            New Jersey Turnpike Widening – After much discussion, the EC decided it would send a memo to the Township Committee recommending that the New Jersey Turnpike acquire and preserve environmentally sensitive areas within the Township as mitigation for the environmental impact caused by the Turnpike widening.

            The EC reviewed the letter dated August 7, 2007, from the Coalition for Wise Widening to John Keller, PE, Supervising Engineer for the New Jersey Turnpike Authority.  The EC will send a letter to Jim Waltman, Executive Director of the Stony Brook-Millstone Watershed Association, agreeing with the content and recommendations contained in the letter and endorsing its efforts to safeguard our watershed

 

Applications

 

Rajesh Wadhwa -

After review of the documentation provided by Rajesh Wadhwa, Jim prepared a letter to the Construction Official and Zoning Board for the EC’s review.  Dietrich made a motion to accept the letter as an expression of the consensus of the EC; seconded by Paul; all in favor.

The EC reviewed the application and has no comment.

 

DISCUSSION

 

            Dietrich Wahlers advised that there is no further information available on the Holland House.  He will follow-up.

 

ADJOURNMENT OF MEETING

There being no further business, the meeting was thereupon adjourned.
