OF THE
ENVIRONMENTAL COMMISSION
CRANBURY, NEW
TIME AND PLACE OF
MEETING
The regular meeting of the Cranbury
Township Environmental Commission was held in Town
Hall on June 19, 2006, at 7:00 p.m.
CALL TO ORDER
William Mikula, Acting Chairman of
the Cranbury Township Environmental Commission, called the meeting to order and
acted as the Chairman thereof, and Kristen H. Hamilton acted as Recording
Secretary of the meeting.
STATEMENT OF ADEQUATE NOTICE
Pursuant with the Sunshine Law, adequate notice in accordance with the
Open Public Meeting Act (N.J.S.A. 10:4-6) was provided on January 4, 2006, of
this meeting's date, time, place, and agenda, was mailed to the news media, was
posted on the Township bulletin board, was mailed to those requesting personal
notice, and was filed with the Municipal Clerk.

MINUTES
The minutes of the May 15, 2006,
meeting were reviewed and approved on a motion by James
Gallagher; seconded by Dietrich Wahlers.
William Mikula in favor; James Gallagher and
John Kobland abstained.
Stream-Corridor Ordinance – Angela Clerico of the
Stonybrook-Millstone Watershed Association provided a draft Ordinance for the
EC’s review. Angela feels Hillsborough’s
Ordinance should be used as Cranbury’s model, as it was
adopted and not challenged and she was impressed with Hillsborough’s
process. After much discussion, Angela
suggested that the EC have comments prepared on the draft Ordinance for the
July meeting. Angela will provide
information to Bill answering some of the EC’s questions and comments. Bill will inquire of Dave Stout if the
Planning Board should be involved in the Ordinance process. Bill will e-mail the draft Ordinance to all
EC members. The Purpose Statement that was prepared by
the EC was given to Angela. Angela will
be present at the July meeting.
Preserve Management Plan - Nothing to report.
Cranbury Brook Water Sampling – Bill plans to do the water
sampling on June 20, weather permitting.
Environmental Resource Inventory –Tom Patterson has spoken to Harry
Strano of Amy Greene Environmental Consultants, Inc. An electronic copy of the ERI should be
available this week. Tom will contact
the Township Clerk to put the ERI on the Township’s website. Upon receipt of the ERI, a copy should be sent to Angela Clerico. Tom will check to see if the ERI was adopted by the Planning Board.
The Environmental Commission
questions the ability of Basins #2 and #3 to support fish life. Please have the applicant advise
as to how the basins will supply adequate dissolved oxygen to support the
intended fish population.
The Environmental Commission would
like the Township Engineer to review the construction of the stone dust
pathways to minimize the migration of stone dust into the wetlands.
The EC reviewed the Eagle Scout
Project Summary and Proposal submitted by Vrajesh Modi for a trail in Unami
Woods. Bill advised that he walked
through the site with Vrajesh and the proposed trail will have minimal impact
on the site. A letter should be sent to
Tom Witt advising that the EC approves of the
project.
The EC questioned if Jim Applegate
prepared the letter regarding the Unexcelled property
as outlined in the May 15, 2006, Minutes.
It is the EC’s understanding that the
Stonybrook-Millstone Watershed Association wishes to purchase the property and
preserve the land. Dietrich Wahlers
feels that the Township needs a strategy to deal with the proposed development
of the property. Bill will speak with
Dave Stout and Jim Waltman regarding same.
Dietrich advised that he has been appointed to the Recreation Subcommittee to prepare
recommendations to the Planning Board on the future recreational needs of the
Township. Dietrich inquired if he should
represent the EC on the Subcommittee.
The EC asked Dietrich to keep it apprised of
items it should be concerned with.
Jim Gallagher advised that the
Township Engineer has asked him for a list of mitigation projects. Jim asked the EC for recommendations.
ADJOURNMENT OF MEETING
There being no further business, the
meeting was thereupon adjourned.
