BOARD OF HEALTH MEETING

February 4, 2008

 

 

TIME AND PLACE OF MEETING

The February meeting of the Cranbury Township Board of Health was held in Town Hall on February 4, 2008, at 7:00 p.m.

 

CALL TO ORDER

With a quorum present, Cheryl Coyle, Chairwoman of the Cranbury Township Board of Health, called the meeting to order and Kristen H. Hamilton acted as Recording Secretary of the meeting.

 

STATEMENT OF ADEQUATE NOTICE

  Pursuant to the Sunshine Law, adequate notice in accordance with the Open Public Meetings Act (N.J.S.A. 10:4-6) was provided on January 7, 2008, of this meeting's date, time and place, and the agenda was mailed to the news media, posted on the Township bulletin board, mailed to those requesting personal notice, and filed with the Municipal Clerk.

 

MEMBERS IN ATTENDANCE

            Cheryl Coyle, Chairwoman, John Jackson, Dr. Daniel Notterman, Dr. Mort Shakun and Beverly Gerberich

 

NON-MEMBERS IN ATTENDANCE

            Kevin Van Hise, Esquire, Board Attorney, and Jim Longo of the Middlesex County Public Health Department.

 

SWEARING IN OF NEW MEMBER

            Beverly Gerberich was sworn in by Mr. Van Hise as a new member of the Board of Health replacing Dr. John Coumbis for a one-year term.

 

APPOINTMENT OF SECRETARY

            A Motion was made by Dr. Notterman; seconded by Dr. Shakun; all in favor, to appoint Kristen H. Hamilton as Secretary of the Board of Health.

 

MINUTES

The January minutes were unanimously approved; motion by Mr. Jackson; seconded by Dr. Notterman.

 

PUBLIC HEALTH AND ENVIRONMENTAL REPORTS

            The Board reviewed the Environmental Report for the month of January 2008.

 

            Jim Longo reviewed the substance of the Health Report for the Board. 

 

            Mr. Longo advised that there is a Food Handler’s Course scheduled for September 3, 2008.

 

            Dr. Notterman noted that there has been a lot of brown foam in Cranbury Brook and questioned if there is a way to check the water quality.  Mr. Longo will make an inquiry and report back at the Board’s March meeting.

 

 

OLD BUSNESS

Rabies Protocol – Background Information based on the CDC website was distributed to the Board for review.   A copy of “New Jersey Animal Rabies Cases by County and Species” was also provided.  Based on the data in the report, Chairwoman Cheryl Coyle raised the question if cats should also be licensed.  Mr. Longo will find out what procedures other municipalities use.  Mr. Van Hise will research and report at the March meeting.

 

Dr. Notterman suggested that the Board approach the Township Administrator to assure the Animal Control Officer is vaccinated as required and serologic testing is performed every two years. The Chairwoman will speak with Jerry Thorne to make sure he has been vaccinated and she will also check on the ACO equipment requirements.

 

Dog Census – Thirteen licenses were not renewed.  The owners have until February 15, 2008, to renew or summonses will be issued.  A copy of a letter dated January 11, 2008, which was the second and final notice to non-licensed owners, was admitted into record.

 

Needs Assessment – Mr. Van Hise has inquired of the Township Administrator what funding the Township provides to the First Aid Squad.  He has not yet received a response.

 

Senior Center Health Screenings – The dates requested by the Human Services Board for a blood pressure screening were not compatible.  The Human Services Board obtained its own person to do the blood pressure screening.  If enough people show interest, a dermatologist screening and BMI check may be scheduled at a later date.

 

Annual Report – The filing of an annual report will be delayed until a later date.

 

NEW BUSINESS

            The Board reviewed a draft of Resolution 2008-01.  A Resolution Adopting an Informational Guide Concerning Rabies.  After much discussion, a motion was made by Mr. Jackson; seconded by Dr. Notterman; all in favor, to adopt the Resolution as amended.  Mr. Van Hise will make the required changes and forward to the Board Secretary for distribution as required pursuant to the Resolution.

 

DISCUSSION

 

            Ms. Gerberich questioned if a defibulator should be installed in the Senior Center or Town Hall.  Ms. Gerberich will check on the cost.

 

ADJOURNMENT OF MEETING

There being no further business, the meeting was thereupon adjourned at 8:05 p.m.
