The regularly scheduled meeting of the Board of Health was held in the Town Hall Gorgaud Gallery on January 9, 2007 at 7:05pm



            Mr. Ed Konin swore in Ms. Cheryl Coyle and Dr. Daniel Notterman for their three year term on the committee. 



            With a quorum present, Mr. Konin called the meeting to order and Dawn Maisano was Secretary of the meeting.



            Pursuant to the Sunshine Law adequate notice of this meeting’s date, time and place had been provided to the public pursuant in accordance with the Open Public Meeting Act (N.J.S.A. 10:4-4) by e-mailing to media, posting on the Township bulletin board, web-site and filing with the municipal Clerk



            Dr. John Coumbis, Ms. Cheryl Coyle, Mr. John Jackson, Dr. Daniel Notterman and Ms. Bernice Shapiro.



            Ms. Jessica Smit, Health Officer; Ms. Sharon Martens, Health Officer; Mr. Edmond Konin, Esq., Board Attorney; Mr. Kevin Van Hise, Esq.; New Board Attorney; Ms. Dawn Maisano, Board Secretary.



            Ms. Shapiro nominated Ms. Coyle for the Board Chair, second by Mr. Jackson, with a vote of 5 ayes and 0 nays, Ms. Cheryl Coyle is our new Board Chair.  Ms. Shapiro nominated Mr. Jackson for Vice Chair, second by Dr. Notterman, with a vote of 5 ayes and 0 nays, Mr. John Jackson is our new Vice Chair.


            With a motion by Dr. Notterman, second by Mr. Jackson, Cranbury Press is the boards official newspaper for legal ads.


          With a motion by Mr. Jackson, second by Ms. Shapiro, Mason Griffin Pierson is the boards legal council.

            With a motion by Mr. Jackson, second by Ms. Shapiro, the 2007 meeting dates for the Board of Health were approved as printed in Cranbury Press on December 1, 2006.



            The minutes of the December meeting were reviewed and approved with a motion by Bernice Shapiro, second by Dr. Coumbis, all in favor.



            A resolution appointing Ms. Kathleen R. Cunningham registrar of vital statistics was motioned by Ms. Shapiro, second by Mr. Jackson, all in favor.



            The board members received the December 2006 report.  Ms. Smit reviewed the substance of the reports for the Board.  Cranbury Inn received a Conditional Satisfactory rating and Dr. Notterman asked Ms. Smit about the Conditional Satisfactory rating.  Ms. Smit said that businesses are inspected twice a year. Ms. Smit will go back in two days to review the Cranbury Inn.  He also asked if the County has written documentation and can the board request reports. Mr. Konin said we can issue legal summons, “the board is an independent body and our responsibility is to over see the health of the township.”


            Dr. Coumbis made a motion to publish any business on the web site that receives a Conditional Satisfactory rating.  “If this were an outbreak, we have a legal, moral and ethical obligation to follow,” he said.  The board members discussed this and felt that putting this information on the web site was not the best interest of our town. Businesses with conditional satisfactory rating are required to put placards in their windows for the public to see.


            Dr. Notterman said that Conditional Satisfactory is a broad word, it could mean anything from a dipping sink to a refrigerator not working, he would like to review this more in later meetings.  Ms. Smit will bring county reports to future meetings for businesses with Conditional Satisfactory ratings.



            The board members received the monthly reports for December 2006. 

Ms. Martens reviewed the substance of the reports for the Board.



          OLD BUSINESS


            Medical Reserve Corps - Dr. Coumbis gave an overview of the MRC to bring Dr. Notterman up to date. Dr Notterman provided Dr. Coumbis with a contact who is the Administrator of Emergency Services at Robert Wood Johnson Medical Center. Dr Coumbis agreed to follow-up with Doug Campbell for more information for the MRC.


            Dog Ordinance - The Board of Health will suspend activity on the ordinance and no further action will be taken unless instructed by the Township Committee. Ms. Shapiro will be the liaison with the Township Committee.



NEW BUSINESS                  


            2007 Goal and Objectives

•           To finalize our Mission Statement. Chairwoman Coyle asked Ms Shapiro to bring the current version of our mission statement to the next meeting.


•           To complete a township needs assessment. Dr. Notterman suggested that we contact the county 911 dispatch to request information on the nature of ambulance runs in Cranbury. Dr. Coumbis agreed to follow-up.

•           To use existing venues such as Cranbury Day, the Drug Free Fair and Rabies Clinic to provide useful information to Cranbury residents. Dr. Notterman said he would like to see skin cancer screenings offered to Cranbury residents.

•           To work toward the finalization of a new/revised Dog Ordinance.         




            Mrs. Connie Bauder asked if we can work as a group to get the dog ordinance revised and then have it passed onto the Township Committee, “maybe we could break up the barking dog and menacing dog part,” she said.  She would like to have a barking dog ordinance by the Spring.  She also suggested including the Police Chief and the Plainsboro judge to help.


            Mrs. Bauder also asked about an Annual Report that Mayor Panconi had asked the board to do in January of 2006.  Chairwoman Coyle said we will look into this.



There being no further business, the meeting was adjourned at 8:25pm.
