CRANBURY TOWNSHIP

BOARD OF HEALTH

 

TIME AND PLACE OF MEETING

            The regularly scheduled meeting for the Board of Health was held in the Town Hall Recital Room on April 10, 2007 at 7:00pm.

 

CALL TO ORDER

            With a quorum present, Chairwomen Coyle call the meeting to order and Dawn Maisano was Secretary of the meeting.

 

STATEMENT OF ADEQUATE NOTICE

            Pursuant to the Open Public Meetings Act (N.J.S.A. 10:4-4): Notice of this meeting was sent to the Cranbury Press, The Trenton Times and Home News Tribune on December 1, 2006, posted on the Bulletin Board, filed with the township Clerk and sent to those who requested a copy.

 

MEMBERS IN ATTENDANCE

            Chairwomen Cheryl Coyle, Mr. Dr. John Coumbis, Mr. John Jackson, Dr. Daniel Notterman, Ms. Bernice Shapiro.

 

NON-MEMBERS IN ATTENDANCE

            Mr. Mike Donnelly, Health Officer; Mr. Kevin Van Hise, Esq., Board Attorney; Ms. Dawn Maisano, Board Secretary.

 

MINUTES

            The minutes of the March meeting were reviewed and approved with a motion by Mr. Jackson, second by Ms. Shapiro, all in favor.

 

SANITARIAN’S REPORT

            The board members received the March 2007 report and Mr. Donnelly reviewed the substance of the report for the Board.


                     Block 16, Lot 8 - Islamic Institute at 122 Main St. Was rejected for flow calculations.

 

HEALTH OFFICER REPORT

            The board members received the March 2007 report and Mr. Donnelly reviewed the substance of the report for the Board.

                     3/13/07 Cranbury Pizza - Conditionally Satisfactory,                                 Reinspection on 3/26/07 - Satisfactory.

                     3/14/07 Hot Wok Café - Conditionally Satisfactory,                                           Reinspection on 3/21/07 - Satisfactory.

 

           

 

OLD BUSINESS

           

MRC –  Mr. Doug Campbell, V.P. Operations and Mr. Brian Carney, Emergency Preparedness, thanked us for giving them the opportunity to speak about the establishment an MRC in Cranbury and the role that Robert Wood Johnson Hospital would play in training and coordination.

RWJ is regulated by Homeland Security, State Department of Health, OEMS, County level Hazmat, Health Department, local EMS and First Aid council.

 

In accordance with the  “Joint Commission”, mandate, RWJ is working to have a list of active  Voluntary Practitioners and is looking to pre clear doctors to help RWJ in the event of an emergency.

 

Dr. Notterman asked, if Cranbury puts an MRC together will we have RWJ’s support.  RWJ will offer advanced training both in incident management and basic disaster life support.  They would also provide assistance with communications and coordination.

 

            Needs Assessment – There is a log at the county level, we will e-mail Doug for more information as he noted there was a form for every run an ambulance takes (www.rwjun-ems.org).

 

            Annual Report – Will discuss this at the May meeting.

 

            Grant Opportunities – The school nurse has input all the BMI data.  Ms. Coyle will let them know that Dr. Notterman can help calculate new information.

 

            Drug Free Fair – RWJ would also like to have a table at the fair, we will contact Diana Dougherty for more information.

 

            Rabies – Mr. Jackson and Ms. Shapiro will attend the Rabies Clinic on Sat. 4/21/07 12-2pm..

           

            We will have a Rabies Dispatcher Protocol discussion in May. Dr. Coumbis will prepare an overview presentation.  We will invite ACO, Jerry Thorne; Chief of Cranbury Police, Jay Hansen; Twp. Liaison, Pari Stave; Twp. Administrator, Tom Witt; and Chief of Hightstown Police to attend.                                         

 

NEW BUSINESS                  

            The Board will add information on the Fall rabies clinic, West Nile Virus and Mosquito and Lyme Disease into the next Township newsletter.

           

            Menacing Dogs - Police Chief, Jay Hansen spoke at the Township Committee Meeting on 4/9/07, he had noted that the Cranbury Police Department could not recall any instances of menacing dogs over the past two years. 

            Mr. Donnelly stated that there were summons issued on a county level.  He will research this and give us an update at our May meeting. 

 

            Dr. Coumbis asked that he also give the board a presentation regarding school flu vaccinations for children at the May meeting.  Ms. Coyle will invite Beverly Gerberich, School Nurse to attend the meeting.

 

 

PUBLIC COMMENT

            Mr. Bauder said that he gave a formal notice to Township Committee liaison that dogs are still menacing. Also, the conduct of the dogs is what the board of health has jurisdiction over and provisions need to be updated.

            Mr. Van Hise said that ordinances are on the book and that the police are not issuing violations.  He said that in his opinion this was an enforcement issue and not a code issue.  Ms. Shapiro said that the police chief needs to be made aware of complaints.

 

ADJOURNMENT OF MEETING

There being no further business, Dr. Notterman motioned and Ms. Shapiro second the motion to adjourn the meeting at 9:00 pm.
