MINUTES OF THE CRANBURY TOWNSHIP

BOARD OF HEALTH MEETING

May 18, 2006

 

Time and Place of Meeting:  The May monthly meeting, held at the Cranbury Town Hall, was duly opened by Chairwoman Shapiro at 7:00 p.m.

 

In Attendance:  Bernice Shapiro, Board Chair; John Jackson, Board Member; Cheryl Coyle, Board Vice-Chair; Angela Cook, Board Member; Dr. John Coumbis, Board Member; Sharon Martens, Middlesex County Public Health Department; Edmond Konin, Esq., Board Attorney; and Kathleen Wasson, Board Secretary.

 

Call to Order:  With a quorum present, Chair Shapiro called the meeting to order at 7:10 p.m.  The secretary stated that adequate notice of the meeting=s date, time and place had been provided to the public pursuant to the Open Public Meetings Act (N.J.S.A. 10:4-6, et seq.) by mailing to the media, posting on the Township bulletin board and filing with the Town Clerk.  The Board proceeded with new business.

 

 

First order of business:  April Meeting Minutes

The April minutes were unanimously approved as amended; motion by John Jackson; second by Bernice Shapiro.   

 

Second order of business:  Public Health Report

The Board members received the monthly report for April, 2006.  Jessica Smit reviewed the substance of the report for the Board.  Jessica also addressed the issue of how odor complaints are logged, which had been raised at the March meeting.  She also informed the board members that the smoke free environment law is in effect. 

 

Third order of business:  Environmental Report

The Board members received the report for the month of April, 2006.  Sharon Martens reviewed the substance of the report for the Board.  She also provided the county telephone number for odor complaints.

 

Fourth order of business: Old Business


 Dr. Coumbis has a description of the Middlesex County program.  Bernice and Cheryl would like the Board members to review the description and then forward it to the Mayor for approval in order to organize a Cranbury chapter.  Dr. Coumbis would like to work through the Middlesex County organization to set up something in Cranbury.  The Board Secretary will send an e-mail to Mayor Panconi and Committeewoman Stave with the e-mail as an attachment and ask them to attend the June meeting.  Police Chief Hansen and rescue Chief Charlie Smith will be invited to attend as well.

Ms. Shapiro provided the Board members with a mission statement and an example of Board of Health by-laws for their review and comment at the June meeting.

 

Fifth order of business:  New Business

Dr. Coumbis presented his ideas to the Board:  (1) help people establish a living will and fill out organ donor cards and health care proxies; (2) gun safety education and/or buy-back programs; (3) nutrition education for families and a gourmet club; (4) blood drive; (5) 2-cycle motor engine buy back program; (6) internship program for high school students.

 

Public Comment:  The Chair opened the public forum at 7:50 p.m.

 

Adjournment:  There being no further business before the Board, the Chair stated that she would entertain a motion to adjourn.  The motion was made by and seconded by.  The vote was unanimous in favor of adjournment and the meeting was concluded at 7:51 p.m.
