Time and Place of Meeting:  The September monthly meeting, held at the Cranbury Town Hall, was duly opened by Chairman Hart at 7:00 p.m.

In Attendance:  William Hart, Board Chair; Bernice Shapiro, Vice-Chair;  John Jackson, Board Member; Michele Kemper; Board Member; David E. Orron, Esq., Board Attorney; John Obryk, Registered Environmental Health Specialist, Middlesex County Public Health Department; Mike Donnelly, Middlesex County Public Health Department; and Kathleen Wasson, Board Secretary.  A concerned resident attended.

Call to Order:  With a quorum present, Chairman Hart called the meeting to order at 7:00 p.m. and stated that adequate notice of the meeting’s date, time and place had been provided to the public pursuant to the Open Public Meetings Act (N.J.S.A. 10:4-6 et seq.) by mailing to the media, posting on the Township bulletin board and filing with the Town Clerk.  The Board proceeded with new business.

First order of business:  July Meeting Minutes

The July minutes were unanimously approved; motion by John Jackson, second by Bernice Shapiro.

Second order of business:  Public Health Report

The Board members received the monthly reports for July and August, 2004.  John Obryk reviewed the substance of the reports for the Board.  John will reinspect the snack bar at Cranbury Swim Club, because they did not fix the things he cited the last time – there was mold growing under the sink from a drip, and there were no paper towels.  John told the Manager, Paul Mucciarone, that he will not allow the snack bar to open next year unless a three compartment sink is installed in the kitchen.  John believes the issue previously reported, about a resident’s concern that his neighbor’s dog’s feces could contaminate his property, is over - he has not heard anything else on this.  The grass has been cut at 12 South Main Street and, therefore, this complaint is resolved.  The flu shot clinic is tentatively scheduled to be held on October 21 at the Methodist Church.  The Rabies Clinic is scheduled to be held on October 23rd.

Third order of business:  Environmental Report

There are no written reports for July and August, due to a problem in Mr. Donnelly’s office.  Mr. Donnelly reviewed the substance of the monthly report activity for the Board.  He will forward the reports to the Secretary for distribution to the Board members.  Plan Review:  92 and 96 Halsey Reed Road.  92 is trying to put on an addition and 96 has a malfunctioning system in place.  The usable space is conflicting – the application for 96 came in first, so they have a preference and currently have a permit.

Fourth order of business: Old Business

Bernice Shapiro has read over the material on the Wright South baseball field soil mixing issue.  She believes that the Environmental Commission recommendation is sound.  The Secretary will distribute copies of the material to the Board members for consideration at the next meeting.

Fifth order of business:  New Business

Adjournment:  There being no further business before the Board, Chairman Hart stated that she would entertain a motion to adjourn.  The motion was made by Bernice Shapiro and seconded by Michele Kemper.  The vote was unanimous in favor of adjournment and the meeting was concluded at 7:25 p.m.

Certification:  I, the undersigned, do hereby certify that I am the duly appointed Secretary of the Cranbury Township Board of Health and that this document, consisting of    pages, constitutes a true and correct copy of the minutes of the monthly meeting held on September 2, 2004.

IN WITNESS WHEREOF, I have hereunto subscribed my name this    day of October, 2004.
